The State does not yet have strong enough mechanisms and policies to encourage domestic enterprises to invest, research and innovate in technology in designing, manufacturing and processing mechanical products.

Private enterprises, mostly small in scale, do not have enough capital to invest in the field of mechanical engineering; capacity in management, technology... is still limited to carry out large projects, while enterprises still operate in a scattered, closed system internally, lack of coordination; State-owned enterprises are slow to innovate, lack the initiative to transform synchronous management mechanisms, are heavy on the idea of subsidized management, and have not really paid attention to the renovation of market-oriented management mechanisms for investment. production, S&T research, technology transfer, search for new products to meet domestic and export markets.

In order to overcome limitations and create conditions for the mechanical engineering field to develop, experts say, the State needs to develop a strategy for the development of mechanical engineering on the basis of exploiting the strengths of human resources, market ... associated with fields such as manufacturing machine tools for agricultural development; to step up the design and manufacture of machines to limit outsourcing for foreign enterprises; consolidating and developing the material industry and metallurgical plants in service of mechanical production and manufacturing.

Building a coordination mechanism between the State, businesses, scientists and consumers, in which the consumer and the market are the center. Re-establish at least one State management agency strong enough in mechanical engineering to improve the State's management and direction capacity in this field.

Having a strategy for training and developing high-quality human resources in order to replace the technical staff who were well-trained in foreign countries before, who have reached retirement age, are skilled and have high skills; use and update software, technology and modern machinery for design, manufacture, production and business. Along with that, mechanical enterprises need to renew their thinking, gradually master science and technology, be proactive in investment capital to get products that meet the requirements of the domestic market, approach standards of regional and international markets.

In order to perfect the Vietnamese standard system for the field of construction materials and mechanics, it is necessary to aim at building a synchronous and complete system of Vietnam's standards with the field of construction materials and mechanics; meet the requirements of product quality control of the State, develop building material products of enterprises; protect the interests of consumers; integration with countries in the region and the world.
